UKPSC Principal Eligibility Criteria

Candidates are required to meet the following Eligibility Criteria:

Nationality: For direct recruitment to the post of Review Officer, it is necessary that the candidate:

  • (a) is a citizen of India, or
  • (b) is a Tibetan refugee who came to India before 1st January 1962 with the intention of permanent residence in India, or
  • (c) is a person of Indian origin who has come to Pakistan, Burma, Sri Lanka or any East African country Kenya,  Provided that a candidate belonging to category (b) or (c) above shall be required to obtain a certificate of eligibility from the State Government; Provided further that a candidate belonging to category (b) shall be required to obtain a certificate of eligibility from the Deputy Inspector General of Police, Intelligence, Uttarakhand Provided also that if a candidate belongs to category (c) above, the certificate of eligibility shall not be issued for a period exceeding one year and such candidate shall be retained in service beyond a period of one year subject to the condition that he has acquired Indian citizenship.
  • Mandatory/Desirable Qualification:

Candidates will be eligible to apply for recruitment to direct recruitment posts of Group ‘C’ under the purview of Uttarakhand Public Service Commission and outside the purview of Public Service Commission, their high school and intermediate or equivalent level education from recognized institutions situated in the state of Uttarakhand,

but that personnel working in military/paramilitary forces are regularly appointed on regular posts in any government/semi-government institution established under the State Government or Central Government.

Or such employees working in Uttarakhand on regular posts in the public sector undertakings of the Central Government, whose services cannot be transferred outside Uttarakhand, themselves or their spouses, as the case may be, and their sons/daughters, shall be eligible to apply for selection to direct recruitment posts of Group “C” in the services under the State,

Further the permanent residents of the State who are residing outside Uttarakhand for livelihood/study, themselves or their spouses, as the case may be, and their sons/daughters shall also be eligible to apply for direct recruitment posts of Group “C”

4. As per point no. 2, teaching experience in related subjects or related courses in diploma institutes recognized by AICTE or engineering level classes, whose level is not less than lecturer and whose pay scale is not less than pay band-3 matrix level-10 **.

6. As per point no. 2, research work related to related subjects or courses should have been done in research institutes recognized by the central government or state government whose level is not less than research officer or assistant research officer etc. and whose pay scale is not less than pay band-3 matrix level-10. 6. Industrial work experience in managerial or engineering-related field in a Private Limited Company or Industry registered with the Industries Department/MSME of the Government of India or State Government, whose pay scale is not less than Pay Band-3 Matrix Level-10. **

As per Government Order No.- 1552, dated: 18 December 2024, Basic Pay ₹ 8000-13500/- + Dearness Allowance based on Fifth Pay Commission (01.01.1996 to 31.12.2005), Basic Pay ₹ 15600-39100/- + Grade Pay + Dearness Allowance based on Sixth Pay Commission (01.01.2006 to 31.12.2015), Pay Scale Pay-Band-3 Matrix Level-10 ₹ 56100-177500/- based on Seventh Pay Commission (01.01.2016 to 31.12.2025) equivalent to that of Lecturer receiving Basic Pay + Dearness Allowance of that time at the time of starting service in Government Services in recognized Diploma Institutes and Engineering level colleges of private sector Personnel drawing pay (Basic Pay + Dearness Allowance of the time) of persons having teaching experience in classrooms, research institutes recognized by Central Government or State Government in private sector and experience in a registered private limited company of MSMEs may be considered equivalent to Matrix Level-10.
(1) Has served in the Territorial Army for a minimum period of two years,
or
(2) Has obtained a 'B' certificate or 'C' certificate of National Cadet Corps, other things being equal, shall be given preference in the case of direct recruitment.
Knowledge of Hindi Language.
